Some points to consider when designing a retrofit include: cost, safety, energy dissipation, scour, sediment deposition, variable flow, fish passage, effects on headwater depth, and ice passage. Fish Passage of Culverts Culvert Sedimentation in Santaquin, UTCulverts can be barriers to fish passage if not designed properly. Optimal fish passage is created when the culvert bed matches the culvert stream. Discontinuities in the bed and stream geometry create stream velocity profiles that make fish passage difficult, if not impossible.
